During Hurricane Katrina, 44% of people who refused to evacuate did so because they couldn't take their pets. This led to the PETS Act of 2006, requiring emergency plans to account for animals.

The lesson: people won't leave without their animals. So the plan must include them.


Pet Emergency Essentials

Must-Have:

  • β€’ 3-5 days of food (sealed, rotated quarterly)
  • β€’ Collapsible water bowl
  • β€’ Medications with dosage instructions
  • β€’ Vaccination records (copies)
  • β€’ Recent photo of your pet (for identification)
  • β€’ Leash, carrier, or crate

Important:

  • β€’ Comfort item (familiar toy/blanket)
  • β€’ Waste bags / litter + portable pan
  • β€’ Pet first aid basics
  • β€’ Microchip number and registry info
  • β€’ Vet's contact information
  • β€’ Feeding schedule documentation

🏨 Know Your Shelter Options

Not all emergency shelters accept pets (even after PETS Act). Research now, not during the emergency:

  • β€’ Pet-friendly shelters in your area (call your county emergency management)
  • β€’ Hotels/motels outside your area that accept pets (keep a list)
  • β€’ Friends/family outside your risk zone who can host you and pets
  • β€’ Boarding facilities and their emergency policies
  • β€’ Veterinary clinics that offer emergency boarding

  • β€’ Practice crate comfort before emergencies
  • β€’ Updated rabies tags at all times
  • β€’ Muzzle (even friendly dogs stress)

🐈 Cats

  • β€’ Pillowcase as emergency carrier

  • β€’ Portable litter pan + small bag of litter

🐦 Birds / Small Pets

  • β€’ Transport cage always accessible
  • β€’ Temperature sensitivity planning
  • β€’ Cover cage to reduce stress

🐴 Large Animals

  • β€’ Evacuation trailer arrangements
  • β€’ Pre-identified alternate housing
  • β€’ Identification markings / photos

If You Must Leave Without Them

Sometimes you can't take pets. If that happens:

  • β€’ Never leave them chained or crated β€” they need to be able to find safety
  • β€’ Leave extra water in multiple large containers
  • β€’ Leave food accessible (not measured β€” excess is fine)
  • β€’ Place a rescue alert sticker on your door with species and count
  • β€’ Notify animal control and a neighbor
